Webcor Concrete recently used ASCC Position Statement #3, Coatings that Affect Bond to Reinforcement , to save time and money on a 40-story condominium project in Los Angeles.  The inspector was requiring Webcor to sandblast all vertical rebar to remove the concrete splatter prior to pouring walls and columns.

Early on in the project, Webcor went to the structural engineer with P.S. #3 and the backup information cited in the position statement, to convince him that in fact cement splatter does not affect the bond for concrete strengths of 4,000 and 5,000 psi, and removing it from the rebar should not be a requirement.

The argument was effective, and the direction was eliminated.  Chris Plue, director of construction for Webcor, estimates the contractor would have spent 10 hours per level, at a cost of $500+ each, to sandblast the rebar.  For 40 levels, this was a savings of approximately $20,000.
